As a student at UCLA in the 1960. Vinton cerf(b 1943)  employed the concept of packet switching to
create the communication system for ARPNET , allowing Government and  university research
computers a way to talk to each other. in the early 1970 electrical engineer Robert khan(b. 1938)
Recruited  cerf  further  government Work at the information technique programs office, where khan
was working on  what works was conceived of at a network of network, together laid The foundation
for the the internet, creating the TCP/IP that help ensure packet of information where properly 
disassemble and reassemble in .the correct location.Cerf in particular pushed for public access to the
internet ,helping MCI develop the first commercial email service and working with non profit
involved with information and internet policy.

In 1996,45 million people used the internet worldwide. by 2008,as
many as 1.4 billion used it.
